One way would be making sure that all the participating contractors are licensed through a third party certification program like the Building Performance Institute(BPI). BPI will make sure that there are no frauds and the energy efficient appliances are installed by making random checks of contractors books and audit of homes before and after the work is done. Also the BPI will help prevent the homeowners from being fooled by ensuring that the contractors are not selling consumer appliances that are not needed.

The program definitely promises good discounts and rebates for homeowners who are ready to install energy efficient options in their home.
